Friends, I asked for the Solutions for the problem with google chrome where I was not able to download anything from browser.
So we already have background from previous post.
I resolved the issue and New steps I tried which resolved the issue are:
1) Tried Native Android browser to download-same error. Understood that problem is not just with browser instead with Android.

1) Tried Native Android browser to download-same error. Understood that problem is not just with browser instead with Android.
2) I understood that could be a issues with Android download Apps, hence went to App setting and went into All Apps and found download and download manager, Cleared App data and cache data.
3) Restarted the phone.
Issue Resolved :)
